Para presentar algo en el Registro General del Ayuntamiento, se exige descargarse previamente y rellenar siempre un pdf: REDO SOLICITUD REGISTRO DOCUMENTOS. Considero que se trata de un sistema anticuado, mezcla de sistema manual y telemático... el impreso incluso parece pedir la firma manual, fecha, etc., datos que con la firma electrónica ya constan... Otras instituciones (Gobierno Vasco, otros ayuntamientos, etc.) no exigen esa especie de Instancia. Entiendo que con rellenar un formulario on-line y firmarlo digitalmente sería mucho más accesible y cómodo, y tendría el mismo valor legal
