Directive 2003/4/CE, as well as the Spanish Law governing rights of access to information, public participation and access to justice as regards the environment, stipulates that public administrations must regularly publish reports on the state of the environment, so that environmental information is supplied and systematically disseminated to the public.

To this end the Environment Area has commissioned outside experts with drafting a "Report-diagnosis on the state of the environment and sustainability in the Municipality of Vitoria-Gasteiz" which, apart from simply meeting the commitment mentioned above, helps to move ahead in the Agenda 21 Process and to improve municipal environmental management.

The report is also intended to meet the commitments of Aalborg+10, signed by Vitoria-Gasteiz in 2005, which point out the need to make an in-depth review of the present state of the environment and of the sustainability conditions in cities, prior to establishing any new objectives and local action.

Ten years after getting the Agenda 21 for Vitoria-Gasteiz under way, the preparation of this study thus represents an essential milestone in revitalisation of the process.

This work is also backed by the United Nations Environment Programme-UNEP, the body which fosters the GEO Cities initiative, for environmental assessment of cities.
