Agenda 21

Environmental Sectorial Council


The Sectorial Environment Board is the citizens’ participation body of the Vitoria-Gasteiz Local Agenda 21. It was created in 2000, in response to the political agreement in support of the Agenda process, setting out to be a consultative body for the Council in which citizens were represented through the main social and institutional groups of the municipality.

The functions, composition and operating rules of this participative body are stated in the Internal Operating Rules which were approved at an extraordinary session on 2nd December 2004, representing a further step forward in the consolidation and inertia given to this forum of citizens’ participation.

At the present time there are almost 40 groups taking part (community associations, ecologist groups, trade unions, university, institutions...), which form this forum of debate and discussion for preservation, defence and improvement of the natural and urban environment of the municipality of Vitoria-Gasteiz. Over these years five work groups have been set up within the Board for examining particular and specific subjects:

  • Water Group
  • Waste Group
  • Parks and Gardens Group
  • River Zadorra and setting Group

The only work group still operating today is the one for the river Zadorra and its setting, as the others have already completed their tasks.
