Problem
As it flows through Vitoria-Gasteiz, the river Zadorra runs over an alluvial plain. Before the construction of the reservoirs upstream, this acted like a natural flood meadow, absorbing the floodwaters generated in the river basin.
The urban development of Vitoria-Gasteiz and the regulation of flows through the reservoirs were bringing about the progressive occupation of part of the flood plain. As a consequence, in the past there have been several floods causing severe damage and affecting the city and a number of roadways.
Aims
This Plan defines the actions planned for local river systems with the threefold aim of:

"Gamarra Mayor bridge - N-I dual carriageway bridge" section
In 2004, work was completed on this first stage of the Plan. The work, which began on December 19 2003, has involved enlarging the Green Belt with almost 8 hectares of additional land, including 2700 m of pedestrian and bicycle paths. These, together with existing pathways, provide users with a 4.5 km-long route from Salburua to Gamarra Mayor.
"Abetxuko - Gamarra Mayor bridge" section
There is a draft of the building project for the second stage of the Plan corresponding to this section.
"Atxa-Landaberde park" section
In 2006, work finished to develop the ecological conditions and landscaping of Atxa-Landaberde park, to the north of the Ibaiondo residential area, on the left bank of the Zadorra. This park covers a surface area of 170,000 m2. The park becomes very narrow and elongated in this section and is bordered for a distance of 1170 m by the Avenida del Zadorra.
